The manual is divided into five sections: 1. Background – expla ins the increasing vulnerability of children due to high HIV/AIDS morta lity; 2. UNICEF Programming – describes UNICEF’s efforts to progra mme for orphans and other children affected by HIV/AIDS since the late 1980’s and its current strategy for programme intensification; 3. Pr ogramme Assessment Overview – a brief introduction to the assessment process, how it is organized, and what can be accomplished; 4. Element s of a Programme Assessment – a discussion of the seven elements of a country programme assessment; 5. Follow Up – what can happen after an assessment is completed.

This programme assessment guide has two parts: a written manual (thi s document) a Power Point presentation. The two parts are intended to be used together by UNICEF country office personnel interested in cond ucting a Country Programme Assessment for orphans and other children af fected by HIV/AIDS. This guide has been prepared at the request of off ices considering the assessment process.
