The water and sanitation situation in the Lake Victoria region - the most densely populated rural region in the world (EAC, 2006) which sup ports about 35 million people in Uganda, Kenya, Tanzania, Twanda and Bu rundi - is a growing problem which should not limit possible interventi ons public works programme alone. For example in rural areas of Kenya, such as those close to Lake Victoria, only 31% of the population had a ccess to safe water supplies in the year 2000 (UNESCO, 2008)
